About the Position: This position is a Term appointment NTE 13 months, with possible extension to a max of four years.
Work Environment:Work is generally performed in a safety and occupational health office. Periodic field site work may involve exposure to infectious diseases, or a wide range of chemical, electrical, and safety hazards, as well as, physical stresses. Work may require extensive travel on primary and secondary roads and flying in military and commercial aircraft, in varying types of weather conditions and work site conditions.

Major Duties:
Plans, develops, implements, manages, and evaluates occupational health related programs for field office personnel and some district personnel. Directs occupational health nursing management for the contract Occupational Health Nurses who support the District's Occupational Health Program within the Afghanistan Engineer District (AED). Conceptualizes and initiates new protocols for the improvement of occupational health nursing services. Calculates cost-effectiveness of different types of occupational health services and health/safety programs. Plans, develops, procures, maintains, calibrates, and operates equipment, supplies, services, records systems, computer programs and associated training that support the occupational health program. Serves as an authority, advisor, technical expert, and consultant on Occupational Health Nursing for HQ, Corps of Engineers. Serves as a recognized expert in the field of Occupational Health Nursing for establishing policy, objectives, and program.

Basic Requirements:Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (One year of nursing experience as a military corpsman that has been accepted by a State licensing body may be accepted in lieu of education at the GS-4 level.) and 1 year of specialized experience at the next lower level GS-11. p>Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
and Specialized Experience is experience that equipped the applicant to perform the duties of the position such as: Knowledge of occupational health nursing principals used in the assessment and analysis of employee populations, health system design, and evaluation of health care delivery systems.

Knowledge in areas common to occupational health nursing, such as work-related disorders, toxicology, safety and industrial hygiene principles, business and management, legal and ethical issues.

Comprehensive knowledge of regulations and resource organizations relating to safety and occupational health, such as the Occupational Safety and Health Administration (OSHA), NIOSH, Federal Employees Compensation Act (FECA), specific chapters of OPM, DoD, DA, USACE, District regulations, and CDC, NIOSH, and the Surgeon General. Must have working knowledge of US and foreign travel and health regulations, and public health laws concerning work-related communicable diseases.

Expert knowledge in the principles of leadership and skill for representing occupational health nurses and the District on issues relating to development and enhancement of the Occupational Health and Safety program. Knowledge to provide technical assistance and consultation to the District, as well as, HQUSACE in the development, interpretation, and application of occupational health standards as they apply to at-risk employee population Corps-wide.

Physical Demands: May be required to wear personal protective equipment, such as Kevlar vests, helmets, safety shoes, hard hats, safety goggles, masks, gowns, gloves, or protective outer garments. Occasionally may need to visit sites where toxic chemical, physical, biological, and safety hazards are present. May require carrying of equipment and supplies up to 25 pounds. Extended driving, travel, and hours may be required.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.

Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
