The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France since 1920. The Union has been a leader in the field of tuberculosis since its establishment and works closely with the World Health Organisation. Its scientists developed the internationally recommended TB control strategy, known as DOTS, which, since 1993, has been implemented in more than 200 countries for treating nearly 31 million patients. The Union is also one of the partners of the Bloomberg Initiative to reduce Tobacco use in 15 priority countries. The Union provides direct technical assistance to 53 countries, conducts clinical trials, organises international conferences and training courses, manages the Fund for Innovative DOTS Expansion through Local Initiatives to Stop TB (FIDELIS) and publishes the peer reviewed International Journal of Tuberculosis and Lung Disease. The Union is now seeking qualified local candidates for the position of Technical Advisor (Public Health) to be posted in our Union South East Asia Office.
Main Responsibilities:
- Technical assistance support to programme planning, design, implementation, monitoring and evaluation of public health programmes;
- Contribution to strategic planning and organisational development in The Union's regional resource centre;
- Contribution to the development, implementation and evaluation of The Union's International Management Development Programme;
- Contribute to the development, implementation and evaluation of training programmes of The Union ;
- Foster, facilitate and implement operational and analytical researches in coordination with Union departments and other stakeholders within The Union projects;
- Represent The Union at international meetings and workshops;
- Contribute to the assessment, development and design of new public health projects and the documentation of ongoing programs. Responsibilities include conducting needs assessments, conceptualising projects, writing technical proposals, and coordinating response to funding opportunities; data collection on outcomes and impacts of public health projects, and developing technical presentations and articles for internal and external audiences;
- Contribution to resource mobilisation: Identify new initiatives in the region and assist proposal development and support development of strategic plans for improved public health. Lead proposal writing, and manage the process through submission and necessary follow-up, assuring both The Union deadlines and standards are met. Facilitate development of a plausible project approach, including likely costs, as an integral part of the proposal development process. Aggressively track and follow up on submitted proposals, clarifying donor questions and providing supplemental data as needed;
- Contribute to the development of cohesive public health networks that will contribute to the effective implementation of The Union's strategic plan in the region. Build networks with colleagues both within and outside The Union South East Asia to identify new opportunities for innovative programming and potential funding sources to support the strategic priorities of The Union;
- Strategic advice and counsel: advise the Director of The Union South East Asia on overall strategy, strategic plan implementation, operational issues, human resources, and short-term program-wide priorities;
- Coordinate closely with technical departments of The Union as required;
- Perform other relevant duties as required by the Director of The Union South East Asia.
Qualifications:
- Advanced degree in public health with minimum of 5 years' experience.
- Capacity to work independently and collaboratively in a team environment with tact and diplomacy.
- Outstanding organisational skills and ability to successfully manage competing priorities and meet deadlines.
- Exceptional oral and written communication, consultation and interpersonal skills.
- Proficiency in Microsoft Office package (Excel, word, outlook).
- Excellent spoken and written English.
- Experience of working in a Bloomberg priority country will be an advantage.
- Frequent travel required.
