Job Description:
Advise the Vessel Master, Superintendent and Chief Engineer
immediately of any hazards which may affect the health and
safety of any individuals and call for Stop Work
Authority. Verifying that company, client and project Health &
Safety requirements are complied with. In consultation with the
Master; reporting, investigating and tracking accidents, incidents
and hazardous occurrences. Providing safety information and
advice to the Master & shore management as required. Attending
the scene of any incident involving injury to personnel on board
and assisting as required. Provide Health & Safety training for
crew, project and 3rd party personnel as required. Completing
and issuing reports as required (EPMR, Safety Committee Minutes,
Hazard Hunts, Incident Reports, Near Miss Reports). Initiate, lead
and analyze Hazard Hunts (HH). Carrying out daily work site
inspections, participate in Job Safety Analysis held by line
managers. Promote Last Minute Risk Assessment ''Take 2''
process at work site. Monitoring of all work activities with regards
to Safety, Health and Environment regulatory compliance and
incident prevention activities. Recording minutes of QHSE
Committee Meeting co-chaired by vessel Master /
Superintendent. Ensuring that onboard safety briefings (e.g.
Helicopter Safety Briefing, Vessel Familiarization, etc.) are
completed, understood and documented. Understanding
Behavioral Safety Process (BSP) and promote it's use by all
personnel. Assisting line managers with project safety kickoff
meeting and monitor that toolbox talks are performed. Maintain
Material Safety Datasheets logbook. Assisting in selection,
distribution, use and maintenance of PPE (personnel protective
equipment), performing periodic checks with regards to
maintenance and condition of PPE. Provision of EHS Training as
necessary and reporting attendance to HR. Ensuring appropriate
EHS information is available to all crew (e.g. posters / signs, Safety
Flashes, etc.). Assisting Vessel Master / Superintendent with pre-
shift crew meetings where general EHS issues and BSP
observation card results are discussed. Monitoring of outstanding
Safety Corrective Action Requests. Assisting in the performance
of HSE audits on Company's / sub-contractor's facilities, systems
and vessels when required. Interface with customer's on-site
safety representative as required. Monitoring that Management of
Change (MOC) exercises or actual MOC are conducted and
reported on EPMR. Performing emergency duties in accordance
with the vessel's Muster List / Station Bill. Administering first aid
and routine medical treatment to all personnel on board (in
consultation with shore based medical advice where
appropriate). Distribution and administration of medicines and
drugs within the constraints of law (and after consultation with
shore based medical advice where appropriate). Maintaining the
vessel's medical spaces in a clean and healthy state and ensuring
that all medical equipment is ready for immediate use. Maintaining
medical stocks to the prescribed level. Ensuring full control of the
controlled medicines locker such that no unauthorized person
may gain access. Attending the scene of any incident involving
injury to personnel on board and administering first aid as
necessary. Completion of Company's and Client's statutory
medical forms whenever required and maintaining the medical
log. Advising the Master when a communicable disease is
suspected. Advising the Master should medical evacuation
(MEDIVAC) be necessary. (If deemed necessary and with the
permission of the Master, the Medic may be required to
accompany casualties during MEDIVAC). Familiarizing First Aiders
on board with hospital layout, inventory system, location of
medicines and instruments. Performing hygiene inspections as
required by the Master.Advising the crew on matters of health and
hygiene. Performing duties in accordance with the vessel's
Muster List / Station Bill. Ensuring that daily activities are carried
out in a safe and healthy manner and that the impact of his
activities on the environment is within acceptable
limits. Participating as a member of the Safety Committee if
elected. The EHS Advisor/Medic has the authority to stop ANY
activity on the grounds of immediate safety, health and
environmental hazards. The EHS Advisor/Medic coordinates with
the Master or any other person necessary for the safe and efficient
operation of his department and the health and safety of all
onboard.
Qualifications Required:
Preferred 3 to 5 years experience as QHSE Advisor or a heavy lift
construction vessel, pipelay vessel, offshore mobile drilling unit or
shipyard.
Minimum 2 years experience as a medic/physician on
construction vessel, on an offshore installation or in a hospital's
emergency department.
NEBOSH Certification (or equivalent) is preferred. The Medic is
required to hold a valid Emergency Medical Technician certificate
(or equivalent).
Preferred experience with one or more QHSE regulators such as
OSHA, UK HSE, USCG, SSM, PSA, MMS, IMO, NOPSA, ISO 9001,
ISO 14001 and OSHA 18000.
Competent to provide QHSE related training to vessel crew.
Fluent in both verbal and written English. Computer literate. Good
verbal and written communication skills.
