Overview of the Position
Our client is a marketing-focused, results-oriented social business, which uses modern management and marketing techniques to provide family planning, reproductive and sexual healthcare and allied services. The South Sudan office is a member of a Global Partnership, which operates in over 42 countries worldwide. Our client’s goal is to improve quality of life in South Sudan by dramatically improving access to and use of family planning and other reproductive health services.
The Clinical Services Director is a key member of the Senior Management Team and is responsible for managing the overall clinical provision and quality of services, and clinically focussed external relations for our client. The Clinical Services Director is expected to bring a modern, business-like approach to
the leadership. S/he will lead the development and implementation of clinical strategies that will support the attainment of our client’s organisational objectives. To achieve this, our client requires an innovative, result oriented individual who has a vision, and wants the challenge of developing clinical standards and managing organisational change.
General Functions
Strategic Development – Clinical Services and Programmes:
 Contribute to the strategic direction of our client
 Assist the Programmes Director and Centre Teams with the successful strategic development and national expansion of our client;
 Assist with set-up of new centres; location, layout, supply, clinical recruitment, guidelines and procedures, and outreach services;
 Ensure that SRH services in South Sudan are designed, managed and implemented in conformity with our client’s Global Strategic Plan and our client’s South Sudan’s Strategic Plan;
 Maintain an overview of key developments in the sector and in the country relevant to our client’s strategy and utilise them in programmes planning;
 Lead the medical advisory team.

Quality Assurance:
 Responsible for ensuring the high quality of all clinical counseling, procedures and treatment including client confidentiality and pain management (Vocal Local);
 Ensure the smooth and efficient flow of clients;
 Monitor client focus and follow up all complaints from clients;
 Ensure a framework for reporting, auditing and action planning from adverse events;
 Ensure that centres and mobile outreach teams understand and follow all current head office protocols and have access to up-to-date manuals;
 Be ultimately responsible for appearance and maintenance of our client’s centres.
Capacity Building:
 Ensure that centre and mobile outreach team members understand our client’s objectives and goals and that they are adequately qualified and trained;
 Evaluate interventions by developing, enhancing or reinforcing the use of systems for tracking training and service delivery intervention outcomes;
 Build the capacity of staff and the MoH in technical content and policy areas; disseminate the training and service delivery improvement methodologies of technical expert agencies;
 Ensure proper and detailed client records and reports are maintained, including the efficient management of all complications and complaints.
Human Resources Management:
 Participate in recruitment and selection of clinical and other relevant project staff with the necessary qualifications, experience and character;
 Identify, oversee and arrange training for clinical providers;
 Oversee work schedules of all clinical staff and ensure that the optimum number of team members is maintained per centre;
 Motivate and continuously set performance targets for Centre Managers, their support staff and the mobile outreach teams.
Programme Contribution:
 Assist in concept note and proposal development and submission;
 Supply technical inputs on programme and event planning, design, implementation and evaluation;
 Report monthly on project progress to the senior management team.
Internal and External Relations:
 Support and influence best practice advocacy and South Sudan national policy development on reproductive health related issues;
 Keep up to date with changes in global, head office, and government policy and regulations regarding RH and communicate these changes and implications to our client’s clinical team;
 Represent our client at ministries, relevant professional associations, clinical networks and other relevant forums;
 Nurture collaborative professional networks with relevant organizations and individuals.
Essential Experience
 Significant experience of SRH programming in humanitarian l development environments; preferably in South Sudan.
 Experience of representation at regional, national and local levels.
 Experience of establishing strong working relationships with colleagues from different functions and cultures.
 Experience of proactively identifying and addressing issues.
 Previous NGO working experience.
 Experience and / or qualification in one or more of the following settings: Reproductive health, Sexual and Gender Based Violence, Maternal and child health, Safe Motherhood.

Qualifications
 Qualified Health professional with Masters in Public Health and / or;
 Medical Doctor with sufficient post qualification experience in Sexual and Reproductive Health (SRH)

Working Conditions

 Working conditions are normal for an office environment.
 Work may require frequent weekend and evening work. Work may require frequent overnight travel.
 Based in South Sudan with competitive international package.
