Oceanics, Inc., together with its subsidiaries, engages in the drilling
and completion of Exploratory and developmental oil and gas wells
worldwide. We own 10 mobile offshore drilling units, and we are
expanding our fleet with the construction of six high-specificiation

Position Summary
The site based Safety & Training Coordinator [STC] provides
guidance and expertise to all personnel on board the rig in safety,
health, environmental and training matters. The STC has primary roles as
follows:
Act as the focal point in ensuring that all personnel
understand and take seriously their personal responsibility for
creating and maintaining a safe work environment at the rig-site;
Provide, or in some cases support the provision of, all medical
treatment using knowledge, skills and company-approved protocols;
In cooperation with the relevant subject matter expert, provide safety,
health and environment related information and training onboard the
rig, in line with the company training matrix and other requirements.
The STC functionally reports to the Regional HSE Coordinator regarding
safety, health and environmental matters, and to the OIM/PIC regarding
the overall status of the rig from an HSE standpoint.
Essential Functions
In accordance with applicable regulatory and local government
requirements, contractual obligations, and company policies, standards,
procedures and expectations, the STC shall:
1. Ensure that ALL
personnel upon arrival receive a rig-specific HSE orientation prior to
reporting to their work station / job, plus a pre-departure briefing as
appropriate;
2. Coordinate, guide and monitor rig personnel in the
implementation of company programs such as Hazard Identification
[FOCUS], Behavior-Based Safety [STOP], Job Safety Analysis [JSA], etc to
prevent or correct 'at risk' behaviors and unsafe conditions, and
ensure the necessary data collection and reporting;
3. Administer
first aid and other medical treatment as appropriate and in accordance
with company approved protocols, and coordinate with onshore medical
personnel any further treatment and/or arrangements necessary in the
event of an injury or sickness on the rig;
4. Ensure the timely and
adequate provisioning of the 'Sick Bay' with the equipment, medicines
and expendables necessary for the appropriate level of treatment;
5.
Complete, communicate and file, as appropriate, relevant HSE data,
medical logs, end of hitch reports and other records in an accurate,
timely, and coherent manner in accordance with requirements;
6.
Provide training, and support the provision of training to onboard
personnel as required by the company or in response to other applicable
requirements;
7. Work with the Barge Engineer and OIM in scheduling
and conducting weekly safety drills, including man overboard, fire,
abandon rig, spill etc, and report their completion;
8. Conduct
scheduled equipment inspections to ensure full operability and
compliance with all applicable HSE regulations and standards. If
deficiencies are found, the STC shall have the equipment removed from
service and timely and appropriate corrective actions implemented;
9. Attend weekly safety meetings and pre-tour meetings, and assist
Operations in providing appropriate presentation materials, guidance and
support in making them successful;
10. Provide the necessary
support to the OIM and other personnel in reporting, investigating and
closing out incidents, and help in ensuring lessons learned are
communicated at a local level;
11. As a member of the rig crew,
participate in all company safety, health and environment processes and
programs, including undertaking STOP observations and audits, and take
personal responsibility for the safety of self and others.
Safety Accountabilities
1. Advanced professional with operating, engineering or specialist
skills and demonstrated competence. Alternatively, a general department
supervisor responsible for the direction of all day to day operating
activities (including backshifts). Responsible for a major departments'
safety performance.
2. Ensures that personal behaviors/work
practices are a role model for others and in line with Fleet safety
standards such as Standard Work Instructions and Safe Operating
Procedures.
3. Safety responsibilities include the co-ordination and planning of major operating and maintenance activities.
4. Typically, a supervisor with direct responsibility for all safety
requirements for the entire 24 hour period (whether or not they are
present in the Department i.e. backshifts).
5. Leads small teams on specific safety improvement initiatives and projects.
6. Demonstrates understanding of safety audit protocols.
7. Identifies improvement to safety standards for a work area by
introducing upfront prevention strategies and puts measures in place to
minimize risks and improve the overall work environment.
8. Participates in investigations regarding incidents in the immediate work area.
9. Coaches others on safety issues and can conduct or co-ordinate safety tool box meetings etc.
10. Participates in reviews of results from operating tests or changes
in work procedures to carefully ensure there are no impacts to work
area.
11. Leads and pays close attention to housekeeping;
double-checks and takes additional safety precautions to ensure no-one
is put at risk by own work or the work of others.
12. Takes no short cuts and encourages other team members to take due care and not put others at risk.
13. Participates in safety initiatives/committees where appropriate.
14. Advises other Departments and evaluates others working around their
areas of responsibility to ensure that safety procedures are well
understood and followed.
15. Anticipates risks or failure.
16.
Communicates information and feedback from incident data and
rehabilitation processes and takes action to improve safety conditions.

18. Participates and guides investigations of injuries/incidents in their own and other departments.
Minimum Education and Skill Requirements
1. Nationally [US] Registered, state licensed or international
equivalent to the US Department of Transportation Paramedic criteria;
2. Advanced Cardiac Life Support (ACLS) certification is preferable;
3. Appropriate professional qualifications, and/or 3 years of industrial safety or equivalent experience;
4. User level knowledge of PC systems with a reasonable understanding and use of Microsoft programs;
5. Demonstrates the ability to effectively communicate verbally and in writing;
6. Willingness to obtain more education and skills in the HSE profession;
7. Has a positive attitude and awareness of safety plans and conditions on an industrial installation such as a rig.
Physical Requirements
1. Exerting up to 50 pounds of force occasionally, and/or up to 30
pounds of force frequently, and/or up to 10 pounds of force constantly
to move objects.
2. Ascending or descending ladders, stairs,
scaffolding, ramps, poles and the like, using feet and legs and/or hands
and arms. Body agility is emphasized.
3. Stooping, kneeling,
crouching, crawling, reaching, standing, walking, pushing, and pulling
are required frequently. Requires lifting and substantial use of upper
extremities and back muscles.
4. Expressing or exchanging ideas by
means of the spoken word. Ability to receive detailed information
through oral communication, and to make the discriminations in sound.
5. The worker is subject to environmental conditions. The worker may be
subject to extreme heat or cold which may include temperatures above
100° or below 32° for periods of more than one hour.
6. The worker
is required to have visual acuity to determin the accuracy, neatness,
and thoroughness of the work assigned or to make general observations of
facilities or structions.
