Description Position Summary
The EMS QA and Training Officer develops, implements, and manages the Quality Assurance and Quality Improvement programs and assists in the continuing education program for the Emergency Medical Services (EMS) System on the U.S. bases in Kuwait.
Essential Duties and Responsibilities include the following.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.

1. Responsible for development, execution, operation and monitoring of the quality assurance and quality improvement programs.
2. Develops and coordinates the GW EMS Safety program and ensures compliance with all applicable rules and regulations.
3. Supports the GW EMS Training Officer with the development and execution of the continuing education program to include re-certification, specialized training, local host training, and community outreach.
4. In the absence of a Training Officer the EMS QA and Training Officer will be responsible for fully supporting the training program.
5. Assists in providing training for all EMS employees to include recertification.
6. Provides liaison services between GW EMS Operations and the CSH/MRO and TMC and necessary.
7. Provides liaison services in concert with the Training Officer between GW EMS and the US Military Designee
8. Maintains the electronic run reporting system utilized by GW EMS as the prime administrator including the upkeep of the electronic devices and software utilized
9. Provides oversight with daily audits and 100% QA/QI of EMS Run Reports
10. Participates in the orientation of new employees and conducts skills assessment
and verification.
11. Helps organize and participates in EMS Training Exercises and Drills
12. Provides support to and participates in military drills, and events as directed by the command.
13. Assists the Training Officer to identify EMS training needs, trouble shoots problems and develops appropriate interventions.
14. Reviews training and development publications and materials to keep abreast of new and innovative techniques and training programs.
15. Investigates patient complaints and develops a remediation program accordingly.
16. Develops indicators and tracks quality assurance data and findings and develops remedial training or programs as needed.
17. Is responsible for the organization, filing and appropriate distribution of all quality assurance data, findings, and recommendations.
18. Responsible for making sure all personnel adhere to HIPPA, federal and DOD standards in accordance with general principles of professionalism as a health care provider.
19. Serves as back up during staff shortages in both the paramedic and paramedic lead roles, and in either role responds to emergency medical calls and performs necessary rescue work.
20. Attends and participates in EMS management team meetings.
21. Performs other duties as assigned.

Requirements Qualifications

Education Associates Degree required and Bachelor’s preferred.

Experience A minimum of four consecutive years of field experience as an Emergency Medical Technician – Paramedic. Of this, at least two years are required in training and/or quality assurance or TQM programs.

Requires Instructor certification in AHA, BLS, ACLS, and PALS, or be eligible for such certifications within 6 months of deployment.

Requires current registration as EMT-P/NRP with the National Registry of Emergency Medical Technicians. Must have current Cardio Pulmonary Resuscitation (CPR) certification or equivalent at the health care provider level, ACLS and PHTLS

Competencies Must have excellent verbal and written communication skills. Must be able to communicate providing verbal feedback in a professional manner. Must be able to follow and understand instructions, and react favorably in all work situations. Must have strong interpersonal skills and be mentally adaptable and flexible in dealing with a variety of people at various levels within and outside the Medical Faculty Associates (MFA). Must be able to do math calculations and input data into the computer. Must be skilled in Microsoft Word, Excel, Power Point and Visio.
