For more than 30 years, Médecins du Monde, a campaigning medical
organisation committed to international solidarity, has been caring for
the most vulnerable populations at home and abroad. It has continued to
highlight obstacles that exist in accessing health care and has secured
sustainable improvements in health-for-all policies. Those working for
this independent organisation do not solely dispense care and treatment
but condemn violations of human dignity and rights and fight to improve
matters for populations living in precarious situations.
MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and
displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Since the beginning of the Syrian and Iraq crises massive population movements have taken place
within Syria, through the Turkish border and inside Turkey itself where refugees have sought protection.
This situation has put the local public health system under a lot of stress, and a significant number of
refugees still face restrictions in their access to healthcare.
Since 2012, MDM is active in providing Primary Health Care services directly through 8 fixed and mobile units and through supporting local partners within Syria. MDM also supports post-operative, rehabilitation services and specialized consultations to wounded Syrian refugees in Reyhanli city (Hatay province).
In order to address the identified needs in Eastern Turkey, MdM, is starting to support Doctors World Wide (DWW) partner to provide primary health care (PHC) and psycho-social support for the refugees in the South Eastern Anatolia Region of Turkey.
Activities started with a PHCC in Maden Camp, near to Sirnak, followed by a 2nd PHCC in the city of Sirnak in the beginning of March 2015.
A rapid assessment was conducted in February 2015 in eastern Anatolia, and support to 2 PHCC in Diyar Bakir and Batman camps + MCH support to a clinic in Batman city were proposed including Mental Health and Psycho Social Support component.
This assessment is to be deepen at the beginning of the project, together with the partner.
Tasks and Responsibilities:
The primary health care activities are to be implemented in 5 locations within South-Eastern Anatolia Region of Turkey : refugees’ camps of DiyarBakir, Batman, Sirnak + city of Batman and Sirnak.
Under the hierarchical link of field coordinator (based in Diyar Bakir) and functional link of medical coordinator (based at the national coordination in Hatai province), the Primary health care Trainer is responsible to
-Deeper assess primary health care support needs and propose an adapted approach,
-Contribute to the implementation of primary health care activities by the DWW partner,
-Assess the partners’ supports needs,
-Train the partner staff within the frame of MdM standards and Turkish health policies,
-Ensure activities follow up and monitoring process is in place and applied by the partner.
-Ensure that the quality of health care services provided in the supported health structures meets MdM standards.
-Ensure that drugs and equipment are consistent with and relevant to the health care services expected within MdM operations.
1) Support and Supervision of the medical activities in Eastern Anatolia:
-Deeper the population needs assessment.
-Support DWWT partner team in the implementation of the primary health care package in the 5 chosen locations (refugees’ camps of DiyarBakir, Batman, Sirnak + city of Batman and Sirnak) following MdM standards and Turkish health policies.
-Supervision of the DWWT partner medical team providing health care in the mentioned locations.
-Contribute to analysis for development/review/upgrade of drugs, protocols and guidelines related to primary health care services as needed.
-Provide monitoring tools and process for the partners to provide relevant data to the MDM medical Coordinator.
-Provide inputs to Medical and Field Coordinators in the development of the above areas of priority as per MdM strategic directions.
2) Monitoring and reporting:
-Put in place reporting tools
-Support partners in monitor and report the morbidity and operational data.
-Support partner in preparing reports, monitoring and evaluating activities as per MdM commitments and plans (on logical framework and project management framework, MdM periodic reports) in close collaboration with the Medical and Field Coordinators.
3) Training and capacity building :
-Assess partners medical staff training needs.
-Propose and implement an adapted capacity building plan (objectives, planning, content and didactic materials) for the medical team members of the partner: medical manager, pharmacist and field medical staff.
-Train the partner medical staff in reporting and use of monitoring tools.
-As relevant, provides and/or organizes trainings related to the development of the medical response capacity of our partner in coordination with the Medical Coordinator, which include field based trainings and thematic trainings.
-Evaluate the acquired capacities in medical and monitoring/reporting aspects.
Conditions Of Employment:
Skills required :
-Medical doctor or experienced nurse/midwife with a public health priofile
-Significant experience in similar positions or in humanitarian sector.
-Experience in medical project management/training skills
-Capacity to work in an volatile security context and able to apply strict security rules
