Purpose of the function
In areas of armed violence or with limited resources, the First Aid & Prehospital emergency care delegate contributes to ensure that casualties receive a timely, humane, impartial and effective immediate assistance during emergencies. In order to fulfil these objectives, the delegate supports and ensures that the responders are acting safely, guided by basic humanitarian values and principles and are integrated in an emergency response system adapted to local needs and realities.
Responsibilities (the scope varies according the context and length of the assignment)
Develops a deep understanding of the emergency care system, in given contexts
Identify the support needed in order to improve the emergency response from the scene to the referral medical structure
Select adequate interventions to support and develop local capacities, establish realistic project proposals in line with ICRC guidelines, taking into account local realities
Implements, monitors and evaluates activities according to set objectives, draw plans of actions according to available resources
Ensure proper staff management and safety and supports local stakeholders involved in the emergency response system
Foster constructive working relationships amongst emergency response stakeholders (State and non-State actors, incl. the International Red Cross and Red Crescent Movement)
As a representative of the ICRC, promote it, and maintain contact and negotiate with relevant actors in order to ensure the work is carried out as securely and effectively as possible

Your profile
Significant experience in First Aid/ Pre-Hospital Emergency Services, preferably with managerial responsibilities
Strongly motivated by humanitarian work
Able to adapt to harsh living conditions and/or unstable security environment
Objective oriented, with an ability to contextualize his/her expertise, and to be pragmatic
Able to work under pressure in a multicultural team, and in complex environments
Strong leadership, with capacities in networking, partnership and negotiations
Excellent analytical skills with problem solving mindset, with strong strategic and creative thinking
Excellent English and/or French, verbal and written communication skills
Very good command of computer tools (Windows 8, Microsoft Office Suite, etc.)
Driving license for manual transmission vehicle with driving practice.
 
Your assets
Technical experience in training, health, capacity building and organizational development, project cycle management and results based management. (depends on the assignment)
Good command in languages such as Arabic, Russian
Previous voluntary service experience
Experience(s) within the Red Cross & Red Crescent movement
Assignment: From 4 weeks to 12 months extendable
