Based in Freetown with travel within Sierra Leone as and when required.
Duration of contract: 12 months
Reporting to: Assistant Country Director, Programs (ACDP)


Purpose of the Role:
The Health Coordinator is responsible for the overall quality, management and expansion of the GOAL Sierra Leone Health program, and facilitating integration and linkages between health activities. Provision of technical and management guidance and leadership to ongoing Health projects and strategically placing GOAL Health responses post the Ebola emergency, and actively seeking Health funding opportunities are key components of this role. The holder of this post will also be required to establish and develop strong working relationships with key Health stakeholders including, but not limited to, representatives from the Government, UN donors, INGOs, Local NGOS, partner organizations, private sector and co-ordination bodies. Forming strategic Health alliances and/or consortia with appropriate partners is also the responsibility of this position. The Health Coordinator will liaise and coordinate with the GOAL Regional (West Africa) and Global Health Advisors for technical and strategic support.

Key Duties:
Provide technical and management support for the ongoing Ebola Emergency response and recovery programming as it relates to health outcomes
Ensure that GOALs country health programme is in line with government and donor priorities for Sierra Leone and reflect best practice and current developments for the Ebola response and other health responses.
Project development and management responsibilities for the Health program, including budget management, donor compliance and staff management.
Responsible for submission of timely, accurate and high quality donor reports in collaboration with the Grants and Communication Manager.
Provide strategic and technical guidance to the SL team on the health system recovery and community health intervention putting forward appropriate recommendations for GOAL’s response.
working with the M&E team ensure, there is a strong and robust M&E system in place for the health programme in SL
Ensure that community behaviour change approaches and accountability mechanisms are part of any GOAL SL health response and build the capacity of the SL health team and partners in those approaches to strengthen community health strategy interventions.
Formation of alliances and consortia with key strategic partners including INGO, local NGO, and private sector to facilitate joint fundraising and implementation opportunities.
In collaboration with the Child Empowerment and Protection Co-ordinator and Mainstreaming Focal Points ensuring the, mainstreaming of key issues including, but not limited to child protection, SGBV and gender.
Identify technical gaps on the Health team and partners and oversee capacity building
Ensure that lessons learnt and best practise are being documented by the programme and that GOALs Health programme is incorporating organisational developments for health

Requirements of the Position:
Educational Level: A Master’s degree level in public health or other appropriate disciplines
At least 5 years of experience coordinating and managing health programs
Proven expertise and experience in reproductive health, family planning, HIV and other areas related to health.
Very strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others
Demonstrable skills and experience in community empowerment approaches i.e. social accountability and community conversations.
Excellent interpersonal, motivational and management skills with extensive experience and staff mentoring capacity.
Effective communication, networking, analysis and writing skills
Demonstrable experience in liaising with governmental/local authorities and other NGOs
