2. General purpose of the position

Participate in defining, planning and monitoring medical activities and programs in HQ (10%) and the field (60%) in accordance with INTERSOS strategy as well as coordinate human and material related resources needed in order to ensure the quality of services provided by INTERSOS. Support Medical Referent of HQ in his/her daily activities (30%).

3. Tasks and responsibilities

In collaboration with the Head of Emergency Unit & INTERSOS Medical Referent, he/she will plan, implement and monitor health & nutrition activities in line with established work plan and with INTERSOS internal protocols.

The above will include:

· Conduct in depth need assessments and exploratory missions (for a duration of max 2 months) in new areas of intervention or in areas where INTERSOS is already present in order to define health and nutrition priorities and potential new programs;

· In line with the findings of need assessments and Emergency Unit strategic priorities, design project proposals to be submitted to international donors and private foundations;

· Be responsible for medical data collection, analysis and reporting to Medical Referent and Head of EU in HQ, to ensure a proper monitoring of the program and, where needed, to adapt them to existing programs;

· Guarantee constant presence and active participation to the health and nutrition coordination fora (clusters meetings, other technical coordination meetings); ensure permanent contacts with local Ministry of Health and with other local and international stakeholders active in the health and nutrition sector in order to ensure a prompt and timely health and nutrition emergency response;

· In the framework of emergency interventions, monitor activity in the different medical specialties, as well as providing technical support to medical personnel in the field through self-knowledge and policies;

· Supervise, coordinate and train INTERSOS health emergency staff in the field in order to support and improve their performances, to strengthen health and nutritional component of programs making sure that internal protocols are respected as well as the ones of local Ministry and Health Department;

· Plan and supervise, in close coordination with the EU team and Medical Referent, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required, improve people capabilities;

· Supervise an efficient management of the INTERSOS field pharmacy and medical equipment (emergency stock), in conjunction with Logistic department in HQ, and monitor consumption follow-up and preparation of drug orders to avoid stock shortages and provide drugs at all circumstances; also consider program directions and protocol changes;

· Follow up some specific dossiers and requests as requested by INTERSOS medical referent;

· Providing regular reporting to Emergency Unit, including photographs and videos as agreed with Communication Department.

4. Required profile/experience

· Medical doctor or paramedical degree (nurse, mid wife, etc)
· Desirable specialization or training in Tropical Medicine or related studies (for OCB & OCBA, this is essential too).

· At least 2 years technical experience, including substantial field based experience in emergencies and working in health and nutrition interventions

· Deep understanding of the humanitarian context, including substantial working experience in primary emergency response

· Excellent team support and supervision skills

· Proven management skills with effective personal communication skills

· Flexibility and ability to take initiative to adapt to changing circumstances

· Excellent verbal and written communication skills with fluency in English and French languages

· Positive attitude towards work and ability to work effectively within a team
