OVERVIEW OF THE POSITION

GENERAL FUNCTIONS

Role objective:

Under the overall guidance of the Chief of Mission and direct supervision of the Health Coordinator/Consultant in IOM Libya (based in Tunis) and Field Coordinator in Libya, the incumbent is responsible for assisting the health unit in the development, coordination and implementation of migration health projects based on identified priorities and needs outlined by the IOM Libya Mission and the Humanitarian Response Plan

Expected output:


Support the management of migration health activities as appropriate, including staff management and financial oversight, including but not limited to nutrition, public health management of communicable diseases and MHPSS projects.


Assist in the collection of the data related to the health activities conducted by IOM implementing partners in coordination with the Health Coordinator.


Assist in the coordination with Libya Government's Ministry of Health (MoH) on IOM's MHD role and positioning in Libya and with NCDC (National Center for Disease Control), and the relevant vertical programs in coordination with the Health Coordinator.


Coordinate the implementation of IOM's migration health activities with UN/NGOs/INGO's partners and assist in identifying gaps and needs related to the health of migrants.


Organise oversee and implement health related activities performed by IOM implementing partners in consultation with the Health Coordinator.


Assist the implementing partners in clinical and non-clinical activities to ensure continuous provision of quality migration health services.


Monitor closely the performance of implementing partners and ensure their compliance to IOM MHD guidelines.


Ensure that quality control/quality assurance procedures are adopted and followed while providing medical care to beneficiaries up to the national and IOM global standards.
Ensure that infection prevention and control mechanisms are in place and followed at the points of service provision.
Assist in the management of urgent medical cases in coordination with the IOM implementing partners including public and private sector hospitals.
Assist in building and maintaining a network of medical professional that could be mobilized during emergency situation and establish good relationship with government and private owned hospitals and clinics to facilitate acceptance of migrants in these health facilities.
Ensure Health/Medical assessment programs fulfill the technical requirements of IOM MHD and the IOM Libya mission quality for radio-logical services, tuberculosis (TB) investigation and referral for treatment.
Assist in the development of improved systems for regular monitoring and reporting on health project achievements, challenges/early warning system, and strategic needs.
Assist in development of training modules and materials, and act as trainer/ facilitator, whenever required, in IOM's migration health training's in close coordination with Health Coordinator.
Ensure the confidentiality of the medical information of IOM beneficiaries.
Undertake duty travels as required.
Undertake other related duties as assigned.
Project reporting:
This role reports to the Health Coordinator.

Team management:
This role does not have team management responsibility.

ESSENTIAL EXPERIENCE

Education:
Bachelor's degree in Medcine and/or Master's degree in Public Health, Community Health, Health Policy & Management, Epidemiology or related field.

Work experience:Minimum of 5 years of demonstrable relevant Healthcare experience.

Geographical experience:Minimum of 1 years of experience in Africa with local experience in Sabha/Benghazi is an advantage.

Languages:
Fluency in English and Arabic are essential.

Key competencies:

Education:
University degree in medicine from an accredited university.
An advanced university degree (Masters or Higher) in Public Health, Community Health, Health Policy & Management, Epidemiology or related, will be preferred.
Strong level of analytical skills and computer literacy.

Experience:
Minimum of five years of professional experience in the domain of public health, including in the context of humanitarian situations, experience of working within the health system of Libya would be preferred.
Earlier experience in migrants health related issues is preferred,
Experience in project development and management would be an added advantage.

Languages:
Fluent in both English and Arabic.
