Post description:
The MENTOR Initiative Medical Manager will assist the Technical Lead based in Duhok in the delivery of leishmaniasis case management’s activities in Kurdistan and Syria. He/she will be required to conduct field visits to the field programme in Kurdistan and Syria for health needs assessments, supervision, trainings and coordination. The incumbent of this position should have technical knowledge/experience of lab quality assurance and has extensive experience of organizing plus facilitation of health related trainings to health workers.

Mission and principal activities:


Build capacity and access to effective case management:


• In close collaboration with Medical Manager, design, prepare, organise and deliver ongoing technical training of Kurdish and Syrian medical staff for the diagnosis and treatment of cutaneous and visceral leishmaniasis, with a section of the training outlining differential diagnosis in relation to skin and other diseases that may present with similar symptoms.


• Identify, train, supervise and manage The MENTOR Initiative national clinical trainers. Assure that they follow the work plan and activities in alignment with the programme objectives.


• Recruit, train, supervise and manage clinical supervisors to ensure that on-site technical coaching and supervision for leishmaniasis is conducted for all health facilities concerned, ensuring the reinforcement of health worker best practice, and patient care.


• Train and assist local and international NGO staff, and other health organisations, to design and deliver effective differential diagnostic and treatment services for leishmaniasis.


• As far as possible, monitor access to supported services and quality of services provided through partners/health networks in target areas, to ensure effective use of resources.


Maintaining an Emergency Commodity Supply Chain:


• In close collaboration with the MENTOR Initiative logistical team, organise for the set-up of an emergency leishmaniasis stock of drugs and materials.


• Coordinate with health partners case load data, assess epidemic level/risks, and ensure that an even distribution of materials is maintained in response to case load numbers


• Manage the distribution (mapping and recording) of leishmaniasis drugs and materials directly to health facility teams across affected areas, plus to health partners, or during epidemics or as a ‘loan’ to partner agencies.


Ensure Effective Clinical Activity Planning and Reporting:


• Plan out the weekly / monthly emergency clinical support activities and estimate the resources required, with relevant input from other coordinators.


• Advise and assist the Technical Lead in the creation of viable new proposals and budgets


• Prepare relevant medical sections for weekly, monthly/quarterly, and other ad hoc reports


• Participate in developing relevant medical aspects of weekly, or more frequent planning meetings.


• Development of relevant medical sections in other reporting required by grant contracts.


• These reports will include some form of data analysis so that trends can be seen and if necessary responded to.


• These reports shall include identification of areas of weakness and strengths and recommendation for improvement in implementation and performance of the related tasks.


Management
Lead on recruitment for the medical team.
Manages the medical team.
Ensure attendance, work planning and scheduling of all staff in the medical department.


Representation


• Represent The MENTOR Initiative at national /regional/governorate level medical / technical meetings with the government, NGO partners and donors when required


• Stimulate positive interaction and keep good relations with all partners


Support IEC design:


• Work closely with the Technical Lead, Prevention team and BCC technical expert in the co-ordinated design of IEC products.


As The MENTOR Initiative is working in a constantly changing humanitarian aid environment, reasonable specific work duties may occasionally be requested that may not fit into the above job description, but which will help promote over all programs goals and aims. Includes the possibility of transfer to another similar post across MENTOR country programmes within the period of this contract agreement.


Requirements:


Essential
A doctor (medical, laboratory or equivalent)
At least 1 year experience of managing primary health care or similar project. Preference will be given to candidates having got experience/skills in quality assurance programmes.
Willing and has ability to visit field sites in Duhok, Ninawa and in Syria (Al Hassakah, Raqqa).
Ability to use Office Package
Ability to write reports
Has clear communication skills and fluent in Arabic, Kurdish and English.
Practical, hands on approach
Excellent team worker and communications skills
Ability to work long hours
Honest, conscientious and reliable


Desirable
Has knowledge of parasitic and other vector borne diseases transmitted by sandflies, mosquitoes, rodents and dogs etc.
Work experience in similar capacity with humanitarian organizations.
Has experience of collaboration/coordination/liaison with local councils, national NGOs.
