Medical Coordinator – Papua New Guinea Project M/F

Tuberculosis (TB) is a major public health and development problem in Papua New Guinea (PNG). The situation has been declared a public health emergency and there is increasing detection of Multi Drug Resistant TB also.

Following a comprehensive PNG TB exploratory mission by MSF in November 2013, two interventions were proposed: in Gulf Province (rural and remote area) and National Capital District (urban area). Both programs have the same aim: improving detection, diagnosis, treatment and adherence of patients infected with TB and DRTB.

In February 2014, as a first step, an immediate MSF intervention to support TB activities in Kerema hospital and the surrounding health centres was agreed upon and activities in Kerema started effectively in July 2014. MSF established a wide treatment support network and outreach activities in Ihu and Malalaua health centers.

In Kerema, a rural context with inpatient and outpatient care, the cohort is around 600 patients predominantly Drug Sensitive TB with around 20 Drug Resistant cases.

Since March 2015 MSF started similar activities in the National Capital District and specifically in the North West part of Port Moresby. MSF is currently working in Gerehu Clinic. The cohort is around 1500 patients annually. Furthermore, MSF recently began managing Drug Resistant TB patients on an outpatient basis in a rapidly expanding activity.

At capital level, recognition of MSF as a relevant actor in PNG has been significantly improved through constant and strong involvement in managing TB program in cooperation with official partners (NDoH and NTP) and other actors.

MAIN RESPONSIBILITIES

The medical coordinator ensures the relevance and quality of the healthcare provided in current or future MSF projects in PNG. In coordination with the Head of Mission they represent the organisation with national medical authorities and other parties involved in the country health sector. They help the coordination team to define the operational and technical strategy for the project and supervise the management of the laboratory and pharmacy activities. They also participate in the definition and implementation of research activity.

Activities

Analysing, reflecting on and defining objectives for MSF projects in PNG

Data analysis, interpretation and putting forward proposals to achieve high quality outcomes

Relations with country’s medical authorities and other medical actors in the country

Ensures the implementation of MSF programmes

Organises the implementation of medical activities according to the project description

Ensures supply of material resources, and support of health staff, particularly doctors

Ensures the patients’ and health care staff’s comfort and security by supporting the Project Coordinator and Medical Activity Managers in this task

Participates in the general management of HR and in the training of medical staff

Supports the project medical referent in charge of the activity with team composition, management and recruitment of personnel

Review of skills and development

Trains, manages and guides all team members working directly under them.

Coaches/supervises Medco assistant

Supports and supervises pharmacy and lab activity.

In charge of expatriate and national staff health supervision

Support to medical team in managing complicated case review, establishing protocols and following standard practice.

PROFILE/REQUIREMENTS:

Education : Degree in medicine or paramedical studies. Medical doctor preferred.

Experience

Experienced Medco (6 months minimum) or MTL (12 months minimum) in MSF or similar experience in humanitarian organisation

Experience or training in TB strongly recommended

Skills

Terms of Employment

Field-based position with travel as required for meetings

Fixed-term and full-time contract (12 months, 100%)

Gross monthly salary: According to MSF salary grid.
