DESCRIPTION OF THE JOB:
Under the responsability of the Inlusion Coordinator, the Inclusive Health Technical Advisor will be responsible for the technical quality of mainstreaming and promoting inclusion of men, women, boys and girls with disabilities in health programming and services provided both directly and in partnership with other consortium actors.
He/She will be responsible for:
• Contributing to the overall planning for HI’s mission and lead the design and implementation of strategy and interventions on disability-inclusive health services in close link with other relevant technical expertise and sectors of intervention based on identified opportunities, needs and interests;
• Providing regular guidance on disability mainstreaming specific to health strategies, programming and service provision, support and skills development to HI staff, consortium partners, health actors and organizations representing people with disabilities to promote a coherent and evidence based approach;
• Ensuring a coherent and adapted approach for consortium health service providers and the wider humanitarian body where appropriate, promoting disabilities inclusion within emergency and development action in Iraq. Alongside ensuring the transfer of skills, tools, good practices inside the HI health interventions;
• Help to define strategies, processes and action between emergency preparedness, acute emergency response and early recovery and reconstruction phases to facilitate transition and complementarity of action efforts and priorities for disability inclusive health services;
• Provide skills development, guidance and support the development of the project teams and inclusion officers;
• Developing tools and resources in line with global and national frameworks, guidelines to ensure that health services are inclusive to men, women, boys and girls with disabilities, supporting the widespread roll-out of tools and guidelines both internally (HI mission) and externally (Consortium partners).

SPECIFICITIES OF THE JOB:
Position based in Erbil, where there is an active social life and most facilities are available. The position will require frequent travel to the areas of intervention, where HI teams are working in community resources centres, IDP camps, health facilities and the communities in areas of Iraqi Kurdistan, Kirkuk, Nineveh, Diyala and Anbar and Baghdad following issue of visa. The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.
PROFILE SOUGHT:
Qualifications/training:
• A degree and experience in disability mainstreaming, social sciences / social work, personalized support, Occupational therapy, Global Health or Public Health, Physiotherapy, Social work, nursing or social science background is essential.
Experience:
• Previous experience working in an NGO is essential
• Previous experience in technical advice or management on mainstreaming disability, protection, age and gender in humanitarian programming in different sectors of intervention (and particularly health services) and over different phases of humanitarian response
• Good understanding of the rights of persons with disabilities, and other groups discriminated against in humanitarian settings (principles, international and national frameworks and legislation, guidance frameworks)
• Experience in participatory barriers and facilitators assessments/ contextual protection risks analyses preferably in health services and programming
• Previous experience in health programming within a humanitarian setting
• Experience in capacity building on advocacy related to disability inclusion (with organizations representing people with disabilities, humanitarian stakeholders, including NGOs, is an asset
• Previous experience in health programming within a humanitarian setting
• Remote management experience is an asset
• Experience in the region and / or in emergency contexts, man-made conflict/protracted crisis settings/post-conflict environments would be a strong asset
Competencies:
• Proven training development and facilitation skills
• Training and experience in Project Management with INGOs would be an asset
• Ability to develop and maintain effective work relationships with a variety of stakeholders, including organizations representing people with disabilities and humanitarian agencies
• Capacity to work respectfully and successfully with people with disabilities
• English mandatory (oral and written)
• Arabic is an asset
Personal qualities:
• Strong interpersonal and intercultural skills
• Ability to work under pressure with strong organisation skills
CONDITIONS OF EMPLOYMENT:
• Starting date: September 2018
• Length of the contract: 12 months
• Salary from 2030€ gross/month regarding the experience of the candidate
• Per-diem: 476€/month net
• Hardship allowance: 250€/month net

• R&R: 5 days every 3 months
