Position Overview: PIH/ZL is seeking an experienced nurse leader to serve as the Chief Nursing Officer (CNO) for Hôpital Universitaire de Mirebalais. A member of the hospital executive leadership team, the CNO’s primary responsibility is to ensure the provision of the highest quality nursing care throughout HUM, consistent with the HUM’s core vision and philosophy. S/he shares accountability with hospital leadership for achieving standards of excellence in quality of care, management and clinical education and training.
Success is predicated on collaboration with the HUM executive team and other partners, clear vision and leadership within the nursing department, and flexibility and accountability within a dynamic and challenging environment. In partnership with other hospital leaders, responsibilities include strategic planning for inpatient, outpatient and community-based care; the development of high quality and evidence-based clinical programs and services; and the continuing education and training of nursing staff throughout HUM. The CNO is responsible for executing all services in an effective and safe manner, meeting the highest ethical standards of the disciplines.
Specific Responsibilities: Hospital Leadership • Assume primary responsibility and authority for the practice of nursing, the development of nursing services and the evaluation and implementation of clinical program and services in collaboration with the Chief Medical Officer and HUM leadership. • Serve as a member of the hospital senior management team to ensure that best practices in evidence-based hospital management are firmly established and implemented; promote accountability to PIH/ZL, the government of Haiti, donors, and the broader public. • Facilitate communication within and across departments, between nursing and physician staff and allied health professionals, and between clinical and administrative leadership. • Instill, maintain and enhance the vision, mission and values of the hospital in hospital staff, based on open communication and fair and equitable treatment of all.
Nursing Management • Implement and monitor a comprehensive operational plan for patient care, with particular attention to staffing and budget. • Develop and implement nursing service objectives, policies, benchmarks, structures, indicators and procedures to achieve high quality nursing care and enhance patience care delivery at HUM, based on available best practices. • Define qualifications, responsibilities and functions of nursing positions; lead a team of nurse supervisors to recruit, hire and train nursing staff. • Ensure the implementation by all nursing staff of health information systems and documentation for monitoring and evaluation, including a system for continuous performance measurement based upon clinical indicators. • Direct the evaluation of nursing management staff performance on continuous and established bases, utilizing objective criteria to promote and critique staff commensurate with their performance.
Education and Training • Lead the team of nurse educators to develop and foster affiliations with Haitian and international nursing schools to enhance training and education of the next generation of nursing providers, as well as improve patient care. • Partner with physician staff, other health professionals and hospital leadership to ensure the creation of a continuous learning environment. • Oversee the nurse educator team to ensure initial and continuing education of all nursing staff.
Qualifications: • Seven to ten years of relevant increasing experience in a nursing leadership role at a major referral hospital or health care facility. • Master's degree in a nursing or related field required. • Active and current nursing license • Strong people management experience, including the demonstrated ability to work respectfully, productively, and with humility across cultures; as well as demonstrated aptitude for teaching, training, and mentorship. • Experience living and working in resource-limited environments is strongly preferred. The candidate should have a demonstrated ability to be flexible and effective in the face of unexpected challenges, as well as the willingness to accept a standard of living that is clean and comfortable but very simple. • Fluency in English and French (or Haitian Creole) required.
