Position Title : Medical Officer (Health and Insurance Medical Unit) Duty Station : Panama City, Panama Classification : Professional Staff, Grade P3 Type of Appointment : Fixed term, One year with possibility of extension Estimated Start Date : As soon as possible
Context:
Under the technical supervision of the Head of the Occupational Health Unit (OHU) and Insurance Services Unit in Geneva, the administrative supervision of the Head, Panama Administrative Centre (PAC) and in close collaboration with the Panama Human Resources Management Division, the successful candidate will be responsible and accountable for the health monitoring and the Medical Service Plan (MSP) of field staff based in Africa and the Americas.
Core Functions / Responsibilities:
1) Management of Medical Examinations
• Check medical examination reports (i.e. pre-employment Entry on Duty examinations (EOD), annual driver exams, Periodic Medical exams (PME), exit exams of all the local employees, interns and consultants in accordance with the General Instructions governing 'Medical Procedures for Employees in the Field, in Africa and the Americas. • Follow-up on conditions; ensure that quality control in standards of health assessments are met in accordance with OHU-IOM requirements. • Collect and organize medical data from these exams for statistics purposes. • Check if there are any exclusion upon entry or conditions limiting the staff's work capacity. In
coordination with Head of the Occupational Health Unit (OHU) and Insurance Services Unit authorize eventual extended insurance coverage upon exit, Condition After Cessation of Participation (CACP).
2) Medical Insurance Issues
• Health Claims Review:
o Compare the insurance medical bills of participants, taking into account the diagnosis, the treatment and their amount in accordance with the locally prevailing rates and with the IOM medical insurance policies (i.e. MSP and Compensation Plan (CP)). Report to the Head of OHU what may be fraudulent transaction for further investigation. o Inform OHU on a monthly basis all new cases considered as high cost and keep track of their medical evolution o Provide explanation to insured staff about decisions taken and ensure that the staff gets the full advantage with regard to the insurance regulations (e.g. for treatments requiring prior approval, for high medical expenses, for entitlement after cessation of participation and for treatment outside the duty station). Maintain strict medical confidentiality. Request additional medical information and supporting documents when necessary. In coordination with OHU, negotiate participant's planned hospitalization with the hospital in case of expected high cost.
• Follow up on cases of staff who present: o an occupational incident covered by the CP (final classification by OHU ‘s doctor); o prolonged sick leave before and after attribution of an invalidity benefit under the United Nations Joint Staff Pension Fund (UNJSPF); o an occupational incident under the UN Malicious Act Insurance. o a “High Cost Case” in the MSP/CP insurance plans.
• Submit these supportive documents to OHU copying the HIM MAC doctor, for OHU’s final assessment and decision relevant to any request of a disability benefit.
3) Reporting and Documentation Management
• Submit monthly reports to OHU on any new cases of high cost cases, CACP and Insurance exclusions. • Submit quarterly reports of all ongoing occupational events and on prolonged sick Leave to OHU and HIM Manila doctors. • Ensure that all medical files in HIM Panama are well organized/ processed and all data is uploaded in the Occupational Health computerized system OHS; provide OHU with yearly statistics on staff's health and working environment risks.
4) Effective Occupational Health Support
• When required, provide medical assistance/ aid in emergencies. Assist in dealing with the medical evacuation of staff worldwide in coordination with Chiefs of Mission and the OHU (or with the HIM Medical Officer in Manila in the absence of the Head of OHU in compliance with the insurance rules). Share the responsibility of “on call” duties with OHU and HIM-MAC medical officers. • Support information campaigns to field missions in coordination with OHU. Provide on-site health advice (medical screening of interns and advice regarding health concerns for PAC staff). • Participate to the UN Medical Emergency Response Team (UNMERT) and be ready to be deployed within 24 hours to help with the triage and support to staff in case of mass casualty. • Undertake duty travel to missions upon OHU's request to assess local health care infrastructure and mission's working environment, as well as meet and clarify health and insurance issues with staff and report back to OHU in a timely manner. • Provide pre-travel briefing for all staff in Africa and the Americas who travel on duty using the OHU documents.
5) Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Doctorate in General Medicine, Internal or Emergencies Medicine or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. • Post-graduate education in Occupational Health, Travel and Tropical Medicine or Health Insurance an advantage.
Experience
• Experience in Occupational Health or as a Health Insurance expert, including in the context of travel and tropical medicine; • Experience in medical insurance and health claim analysis; • Experience with occupational health issues related to crisis and in developing countries; • Experience in liaising with international organizations and hospitals an asset; • Experience in managing/ supervising a team; • Demonstrated ability to determine a staff member's physical and emotional fitness for work, and to recognize, evaluate, treat and/or refer occupational illnesses and injuries; • Knowledge of legal and ethical issues related to occupational health care practice: • Readiness to travel.
Languages
Fluency in English is required. Working knowledge of French and Spanish is an advantage.
