BACKGROUND: IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria as part of the greater former 10 states. The government of South Sudan has since created new states totaling to 28. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.

JOB OVERVIEW: The Senior Health Manager will be responsible for all health programs in Panyijar County, including Ganyliel and Nyal. S/he will be the focal point for IRC's health services in the field and be responsible for all programmatic, operational, financial, and staffing aspects for the health team. The health program includes both static and mobile primary healthcare services, including both normal and emergency operations. In Ganyliel, IRC runs one Primary Health Care Centre (PHCC), five Primary Health Care Units (PHCU) including a Cholera Treatment Center (CTC), and one Reproductive Health Unit (RHU). These programs are operated under the auspices of the Country Health Department with technical support and oversight from IRC. The Senior Health Manager will work directly with the County Health Department (CHD) on a regular basis to ensure that IRC's health programs are understood and implemented with close partnership with the CHD. Through the Health Pool Fund, the Senior Health Manager will also responsible building and strengthening of the CHD to manage the health system in the county. IRC also operates two mobile teams as a part of our emergency response in Ganyliel. Each mobile team is an integrated effort between the health, nutrition, and child protection teams.

Currently, the portfolio in Nyal includes five Primary Health Care Units (PHCU), one Primary Health Care Center (PHCC) and two mobile teams. The Nyal PHCC will have CEMONC capacity in the coming months, due to a partnership with CUAMM.

The Senior Health Manager will line manage health staff in both Nyal and Ganyliel, and should travel frequently between the two to provide equal support. S/he will provide technical oversight to the field-based health staff in the area of primary health care, reproductive health, child health and nutrition, with an emphasis on coaching the national staff to build their technical and professional capacities. S/he will spend 50% of the time supporting activities in the greater Ganyliel and 50% of the time supporting activities in greater Nyal.

MAIN RESPONSIBILITIES:

Program Management & Development
Oversee the integration of the ongoing and emergency health programs and ensure that program goals, objectives, targets and activities are met, as stated in the donor agreed project work plans and log frames.
Prepare program work plans in coordination with the Juba-based Senior Health Coordinator and Field Coordinator/Manager for all projects. For the Humanitarian Pooled Fund (HPF) grant, prepare program workplans jointly with the County Health Directorate (CHD), as well as Health Coordinator and Field Coordinator/Manager.
Ensure that the projects are properly monitored and evaluated. Conduct regular monitoring visits to the various mobile clinics and static facilities, including discussions with the patients and communities. In Ganyliel, this will be done in partnership with the County Health Department.
Ensure that the health program is implemented in line with the IRC principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming.
Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items
Ensure clear and frequent communication with both field sites and Juba office, and make sure that key messages and guidance is relayed to all staff quickly and accurately. If there are follow up questions/concerns from the field, address to Juba and respond to the field office with Juba's response.
Promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning. Ensure that field experiences are documented and used to advocate on behalf of the communities.
Assess unmet needs in the health sector with a special focus on Primary and Reproductive Health and make recommendations for how IRC can better address identified unmet needs.
Support the clinical and data-entry training required to properly identify, alert, and clinically manage disease outbreaks. This may be in coordination with other health actors or vaccination campaigns in the county.
Support CHD to prepare the country Health Emergency Response Plan and ensure that it's submitted to MOH in Juba for funding.
Ensure effective implementation of IRC's ongoing and surge emergency programs in the area, working closely with Country Program and Emergency Response Team staff.
Work closely with other IRC programs present in the same location, such as Women's Protection and Empowerment, Integrated Community Case Management and nutrition, and integrate program components to the extent possible.
Work with finance to provide accurate and timely spending plans, cash forecasts, and salary allocations.
Work with supply chain to ensure all proper processes are followed in regards to the health items, particularly pharmaceuticals, entering and leaving the warehouse.

Grants Management & Reporting
Manage and oversee all the health grants, and work with the MCH coordinator, Nutrition Coordinator, Snr Health Coordinator and Field Coordinator/Manager to develop work, spending and procurement plans for all projects and maintain these plans updated.
Participate in the development of proposals, budgets and concept notes for future health interventions.
Participate in Grants Opening, Mid-Term and Closing meetings and relay key messages and guidance to field staff.
Prepare internal and external reports (such as narrative reports, DHIS data reports) within agreed deadlines using IRC and donor formats, as required.
Review Budget vs. Actual (BvA) reports with the health/support staff (and the CHD for HPF budget) on a monthly basis, recommend actions to correct identified problems.
Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources in coordination with the CHD, Field Coordinator/Manager and Sr Health Coordinator .
Ensure timely data entry and reporting from each facility, and use that to prepare a weekly HIS data report for the Health Coordinator, including a brief analysis of the particular health cases seen during the week.
Be proactive in tracking spending for emergency programs with short life span to ensure adherence to donor demands

Staff Management
Maintain updated job descriptions, recruit national staff in conjunction with the Human Resources Department, orient new staff to the IRC and the Health program.


Supervise health staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination.


Set performance objectives for the supervised staff, routinely monitor their performance and evaluate them at the end of the performance period.


Strengthen and build up the programmatic, managerial and operational skills of the CHD and the IRC health staff through on-job mentoring and coaching and feedback mechanisms.


Determine personnel needs for the field-level activities, develop job descriptions in coordination with the CHD and Snr Health Coordinator and interview candidates, whenever needed.
Recommend promotions and disciplinary actions for facility-based health staff through consultation with the CHD and Snr Health Coordinator.
Develop ongoing education programs for health staff (including other field staff where appropriate) in consultation with the CHD and the Snr Health Coordinator.
Address and mitigate staff complaints and conflicts in coordination with the CHD, Sr. Health Coordinator and the Field Coordinator/Manager.

Health Program Quality
Work with the Health Coordinator to ensure timely availability of all essential commodities including drugs and supplies used in the health facilities
Conduct supportive supervision visits on a weekly basis to various health facilities in Nyal and Ganyliel. Make sure to distribute these visits and provide equal assistance to all facilities. These visit should be made in collaboration with other programs staff and/or the CHD as appropriate.
Conduct monthly program data analysis with senior health staff to discuss progress on grant indicators, disease trends, define action points for how to stay on track with grant requirements, and follow up with those points.
Conduct quarterly indicator performance review analysis with health facility staff (and partners, when appropriate), make action points for improvement, and ensure follow up on these action points.
Take lead in ensuring participation of the community in health activities, creating demand for services and encouraging utilization of health services, including reproductive health services.
Ensure that clinical and IRC protocols are in place and utilized in all IRC Supported health facilities in Nyal and Ganyliel and that all services delivered conform to high quality standards.
Work with the M&E team to produce and analyze all weekly, monthly, or quarterly reports and ensure timely submission of all such reports - particularly donor, IDSR, and drug consumption reports.

Coordination & Representation


Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination.


Represent IRC to the donor agencies, the State Ministry of Health (SMoH), UN Agencies, partners and other stakeholders as advised by the Snr Health Coordinator and the Field Coordinator/Manager.


Support county coordination mechanisms and attend state level health coordination meetings and other meetings/workshops related to the health program.


Ensure that information from coordination meetings and Juba-level meetings is shared internally and with other sectors, as appropriate.

KEY WORKING RELATIONSHIPS:

Position Reports to: Senior Health Coordinator Position directly supervises: National health team in Nyal and Ganyliel (in collaboration with the CHD as appropriate)

Indirect Reporting: this position has a dotted "support" line to the Field Coordinator Other Internal contacts: Program Managers and Technical Coordinators

Other external contacts: Relevant other stakeholders e.g. UN bodies, local and national authorities

JOB REQUIREMENTS:
Health professional: MPH with strong public health/primary health care background and strong management experience.
At least 3 years of international experience in implementing and managing NGO health programs, preferably in complex humanitarian and/or emergency settings
Background in situation analysis and health assessments
Strong ability to support and build the capacity of the health national team and strengthening of health systems (building the capacity of and working with local government counterparts)
Proven experience supervising a multi-national staff in a complex, insecure emergency setting
Excellent oral and written communication skills
Excellent experience in grant management and proposal writing; previous experience with ECHO, UN, OFDA, SV and DFID preferred
Ability to live in the deep field and work under pressure in an unstable security environment
Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity
Competent in DHIS is an asset
Excellent computer skills: Microsoft Office (Word, Excel, Power Point, Outlook)
