JOB SUMMARY

The primary function of the Medical Director is to provide technical oversight of IMC South Sudan program, ensure good quality and technically sound programs and work with / actively support the Country and Operations Directors in providing operational support to all projects and field sites. As part of the senior management team, the Medical Director also plays an active role in planning, designing, implementation, supervision, expansion/development and administration of overall country programs as well as the development the strategic direction of the program. The Medical Director will work in collaboration with the senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Medical Director will make frequent visits to the field sites to ensure the highest quality standards[1] of service delivery and being met and maintained. S/he will ensure high-quality clinical services in all IMC-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. The Medical Director will represent IMC in the national Health Cluster, Health Forum and other technical working groups relevant to IMC’s program in South Sudan.


ESSENTIAL RESPONSIBILITIES

1. Technical Assurance / Monitoring and Program Quality

• Work closely with the Program Operations Director to ensure smooth running of health programs and provide technical supervision of, and support to the health programming activities.
• Ensure activities are consistent with established best practices, acceptable international (WHO/SPHERE) and national standards as well as ensure programs across different sites in the country are of comparable quality by encouraging transfer of good practices from one field site to another.
• Ensure health programs across all project sites utilize standardized protocols, policies and guidelines according to Ministry of Health and WHO.

Ensure SOPs, protocols (for example IPC[1] protocols, supervisory checklist, quality audit tools) are in place and applied consistently across all project sites.

Implement quality improvement processes and tools such as COPE[2] and PQD[3] across IMC South Sudan program.

• Work closely with the Operations director, senior management and field teams to determine the operational needs of the medical / health program within the scope of the grants.
• Oversee the collection and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements.
• Review monthly field and donor reports and ensure appropriate follow up and decision making on data relevant to the organizations health programs.
• Where feasible liaise / work with government health authorities and international agencies such as WHO to ensure implementation and standardization of relevant national policies, strategies, guidelines and protocols across IMC program; for example national / district health information systems (DHIS II), EPHNS, iCCM, IMCI.
• Work with field teams, partner agencies and national health authorities for outbreak preparedness and contingency planning
• Ensure timely and adequate provision of supplies and essential medicines through review of pharmacy consumption reports, national drug protocols, program budgets, acquisition of partner agency and UN drug kits, and health information materials.
• Ensure all stakeholders, including senior management team, the Technical Unit and donors are provided with relevant updates, following the established reporting structures.

2. Program Development
• Work with senior management team, field teams, regional desk and the Technical Unit in strategic planning for future health programs.
• Work with Program Operations Director and management team to draft concepts for future funding following the protocols and formats of each relevant donor.
• Provide technical input during proposal development and technical reviews, and feedback to the field to improve the quality of the final proposals;
• Work with and strive to ensure as much as possible different health related sectors (Mental health, WASH, Nutrition, and GBV) are integrated into proposed programs.

3. Representation
• Represent the organization to UN, health cluster, international and national NGOs and Ministry of Health at health coordination meetings as well as other meetings which are relevant to country programs and enhance the organizations visibility and reputation (i.e. task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings).
• Serve as the principal liaison with MOH on matters related to the program to ensure programmatic accountability contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

4. Human Resources Management
• Assist in the selection and training of qualified program health staff, recommend promotions, and implement disciplinary action and termination of staff in consultation with the Country Director and Finance Director.

Work with and actively support Site Managers to set performance objectives and indicators with specific timelines based on site-specific work-plans and tasks in JDs

• Maintain open lines of communications with all field staff.
• Train senior national / program staff to increase their responsibilities in order to build capacity and ensure sustainability of programs.
• Ensure professional development for expat and national health staff through assessment of training needs and develop training / capacity building plans. And actively support their implementation.
• Support direct supervisors / Site Managers in ensuring staff performance evaluations and professional development plans are in place.
• Work closely with the medical coordinators and health teams to determine the training needs of the medical staff.
• Overseeing trainings of all national healthcare staff, including national Doctors, non-physician clinicians, nurses, midwives and other technical staff to ensure that the provided trainings are of acceptable quality and address the identified needs and to ensure continuity sustained quality of programs.
• Collaborate with national health authorities and relevant international health agencies for the development of an approved curriculum to meet training needs and implement those plans through the management team and field teams.

5. Working Relationships
• Work closely with and seek support from country senior management team and the Technical Unit to assure smooth running of the programs.

Work closely and liaise the relevant HQ-based technical advisors / specialists to raise, discuss and seek technically sound solutions to (potential) issues before they become entrenched / bigger problems.
• Work with Program Managers, Country Director, Program Operations Director, Logistics Staff and Finance team to ensure coordination of programs supplies and other operational needs are consistent with management of budgets, including budget forecasting, development of spending plans.

6. Security
• Collaborate with security officer/CD in order to maintain security and safety of (health) staff in the field
• Ensure application and compliance of security and safety protocols and policies

7. Prevention of Sexual Exploitation and Abuse
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

8. Compliance & Ethics:

Promote and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards. Conducts and works with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications:
Medical degree with a Master’s in Public Health, or with significant public health and health systems experiences.
Minimum seven years’ experience in design, management and evaluation of (public) health, and nutrition projects.
Strong understanding of and experience in primary and secondary health care and hospital management with relevant systems and protocols.
Strong understanding, experience and application of public health principles, holistic approaches and practices. Strong knowledge and experience of health system strengthening and management approaches in resource-limited environments.
Experience of supervision, mentoring and training of senior (health) staff.
Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs.
Ability to live and work under precarious environment
Strong experience / familiarity with Project Cycle Management
Knowledge and experiences of budget preparation, monitoring and management
Profound cross-cultural awareness and insight into health care issues in resource-limited settings.
Ability to exercise sound judgment and make decisions independently following consultative processes
High level of communication and public relations skills
Extremely flexible, and have the ability to cope with stressful situations and frustrations
Ability to relate to and motivate local staff effectively
Creativity and the ability to work with limited resources
Team player and strong communication skills, both oral and written
Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
