The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;

2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.

3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).


DESCRIPTION DE POSTE :

Handicap International intervention in Northern area started in 2013, and is now supervised from Amman (Jordan). HI’s health program aims at improving the response to the needs of persons with injuries (PwI) and/or disability (PwD) and reducing their vulnerability by addressing their specific needs through direct provision of physical rehabilitation, psychosocial support and prosthetics and orthotics.

In this context, and under the responsibility of the Area Coordinator, the Project manager Health will be in charge of:

 Contribute to the need assessments and the elaboration of the intervention strategy;
 Provide supervision, coaching and on-the-job training to the program teams in the health sector (including physiotherapy, psychosocial support and prosthesis & orthosis components);
 Manage the implementation of the programs under your responsibility and ensure the achievement of their targets and results;
 Ensure regular data collection, data analysis and indicator follow-up for the programs under your responsibility;
 Manage the activity budget for the programs under your responsibility;
 Ensure the respect of financial, logistical and HR procedures by the program teams;
 Represent HI with local partners and other humanitarian actors in the intervention areas, in coordination with the Area Coordinator.


PROFIL ATTENDU :

- At least 3 years of professional experience in humanitarian / emergency contexts or in protracted conflict / chronic crisis contexts
- At least 2 years of experience in management of humanitarian projects;
- Solid work experience in the health sector (particulary in physical rehabilitation, PSS and/or P&O) is a strong asset.
- Experience in Syria, Iraq and/or in other Middle Eastern countries is a strong asset
- Strong team management skills
- High level of autonomy and initiative
- Strong internal and external coordination and representation skills
- Strong organizational skills
- Strong interpersonal and intercultural skills
- Ability to work under high pressure
- High level of motivation and proactivity
- Fluency in oral and written English is compulsory
- Arabic skills are a strong asset
- Strong computer skills (use of MS Word, Excel, Outlook and other relevant software). Experience with databases is an asset

- Length of the contract: 12 months
- Salary from 2250 € (gross) / month regarding the experience of the candidate
- Perdiem : 675 € (net)
