The scope of Work :
Under the direct supervision of Community health coordinator, Community Health Officer will be responsible for the realization of emergency health program remotely in (North Syria). Responsibilities include support the community health team in technical and non-technical tasks such as administration, implementation, monitoring, assessments, ensure training of the staff and community health workers according to the needs, ensure beneficiary satisfaction, staff accountability on standards of services, timely, accurate and complete reporting, feedback and analysis of the data, documentation and reporting of the project, as well as supervision of community health field management team, contributing to overall health program, its appropriateness and quality.

Duties & Responsibilities :

Strategic :

1- In accordance with established policies and procedures, the community health officer will provide the needed assistance to implementing the community health project remotely in the assigned area at Northern Syria.

2- Under direct supervision of community health coordinator, the community health officer will work closely with health department coordinators and officers to adopt proper health interventions and services at facility and community levels based on health department strategy and received findings.

3- Assist to promote and encourage community participation in and ownership of health and nutrition activities at facility and community levels.

4- Help in Identify capacity building as needed and organize rollout and refresher training as planned. For Community Health staff.

5- Provide technical and non-technical support to community health management team in planning and implementing community health strategy in assigned areas.

Operational :

1- Maintain database of CHWs activities, areas of coverage, contact information, assessments, training topics, pre/post test results, and reports.

2- Provide daily basis support on the operational part to the field management team to ensure delivering community health services as planned.

3- Receive and analyze the basic data from the community health field staff and submit preliminary reports and plans on a regular basis.

4- Remotely manage and monitor community-based surveillance system where applicable.

5- Assist in identifying prevalent epidemic diseases in the community and set up appropriate strategies to be implemented in case of epidemics and other health emergencies.

6- Anticipate changing needs, challenges, and emergencies to adopt proper operation actions and plans as needed.

7- Assist in coordination all operations related to community health project according to the work plan, budget and implementation strategy.

8- Follow up the detailed work plans and oversee the schedule of Community Health Fields Coordinator, Officer, Supervisors and Community Health Workers.

9- Support systematic delivery and development of Health and Nutrition education messages to the community.

People (Staff Management) :

1- Support in develop staff performance evaluations tools and field performance checklist on a regular basis.

1- With the support of the community health coordinator and M&E team, train community health team on the utilization of tools and develop new tools where needed.

2- Accompany community health team in their activities on a regular basis.

Education, Experience & Training :

1- A University degree in Health Sciences or International Development.
2- At least 2 years of experience in health programs or humanitarian assistance programs.
3- Experience in project implementation and support of emergency and relief programs.
4- Previous experience with managing health and nutrition awareness programming (IYCF and Reproductive Health Counselling, Hygiene promotion) is strongly recommended
5- Skilled in, and committed to, community participation/interaction
6- Developing and writing proposals skills
7- Proven financial, logistics and procurement management skills.
8- Well-developed human resource management skills
9- a Proven commitment to humanitarian and accountability principals and knowledgeable of quality assurance system.
10- Fluent in both Arabic and English.
11- Strong verbal and written communications skills.
12- Strong proficiency in Microsoft Office applications including Excel, Word, and PowerPoint.

Knowledge, Skills & Abilities Required :
Familiarity with the Syrian conflictual context
Strong analytical skills
Arabic native speaker and fluent in English (speaking and reporting).
Team player.
Good communications skills (written & verbal).
Ability to work under pressure.
Ability to handle multi tasks at the same time.
Advanced Computer skills & MS office.
