GENERAL CONTEXT

Today, Handicap International Afghanistan works in the Southern (Kandahar), Western (Herat), Northern (Kunduz) and Central (Kabul) regions of Afghanistan, which covers more than half of the people with disabilities in the country. Handicap International in Afghanistan currently operates projects both with partners and directly, these are managed by about 200 national staff in four locations, three bases (Kandahar, Kunduz and Herat) and Kabul main office. HI has been supporting local stakeholders in the promotion of rights of persons with disabilities including CW/IED survivors. From service delivery and capacity building of local actors, HI is now moving forward in supporting the Government of Afghanistan in building curriculum and training courses to train physiotherapists’ professionals and prosthetists & orthosis professional technicians recognized by international standards. People from 34 provinces of the countries are given an opportunity to benefit from the project to enhance quality and availability of facilities to serve the communities of Afghanistan. After the bombing of MSF Kunduz Trauma centre on October 3rd 2015, all quality emergency rehabilitation care has stopped and injured victims had no access to quality care anymore. The injured people were referred to the military hospital at the airport, the Regional Hospital of Kunduz as well as to private health facilities. Handicap International started an intervention to support the Regional Hospital aiming at addressing the specific needs of the population. MISSION DESCRIPTION

The Technical Coordinator is mandated by the Technical Resource Division to implement HI technical policies, methods and approaches at the level of the programme in his/her sectors of professional competency, preferably oriented on Health/Rehabilitation. She or he coordinates provision of technical and methodological support and guidance and develops technical capacities of the staff towards enhanced quality of project implementation in Afghanistan. The Technical Coordinator will be under the line-management of the Country Director and will manage one Disability Rights and Inclusion advisor.

Responsibility 1: Ensure that the technical policies, methods and approaches implemented within the programme are adapted to the local context and the programme strategy (10 to 20%)

Responsibility 2: Ensure the optimal level of technical quality of the program on rehabilitation, and coordinate with project/field coordinators and technical advisors for technical input and quality assurance in other technical fields of intervention (50%)

Responsibility 3: Team Management and program team technical competencies development (Skills development of staff with HR department & being a focal point of the technical staff and manager of one advisor). (10-20%)

Responsibility 4: Networking and collaboration (10%)

Responsibility 5: Ensuring that the experience of the programme contributes to Handicap International’s knowledge base and professional know-how (10%)

PROFILE SOUGHT

Diploma(s)
Bachelors or Masters in either physiotherapy, occupational therapy or prosthetics & orthotics Or
Bachelors/Masters in Public health

Experience
Teaching and/or professional mentoring experience.
Experience implementing actions aimed at developing institutional capacities and human resources for physical rehabilitation in developing countries
Experience in crisis/ post -crisis conflict context

Language
Fluency in oral and written English
