Background

Turquoise Mountain is a non-profit, non-governmental organization specializing in urban regeneration, business development, and education in traditional arts and architecture. We seek to provide jobs, skills, and a renewed sense of national pride to Afghan men and women. Since 2006 Turquoise Mountain has cleared 35,000 cubic meters of rubbish from the streets, restored 112 historic and community buildings, created a primary school and a clinic, and installed water, electricity and sanitation through the historic traditional craft neighborhood of Murad Khani in the old city of Kabul. It has created the internationally-accredited Institute for Afghan Arts & Architecture, training the next generation of craftsmen and women in woodwork, jewelry and gem cutting, calligraphy and miniature painting, and ceramics. Finally, it has sold over US$ 5,000,000 of Afghan artisan products internationally.

Context

The Ferozkoh Family Health Centre (FFHC) is an urban clinic offering community-oriented primary health care and training in family medicine. It specializes in maternal-child health and community health outreach. Its mission is to develop a model of urban primary healthcare that is sustainable, affordable, accessible, continuous, comprehensive, and integrated with other health services in Kabul.

Roles and Responsibilities

A. To oversee the quality of medical care provided at FFHC
Lead, by example, ensuring the FFHC team is focused on its vison, and faithful to its core principles.
Draw up strategic plans and funding applications, in collaboration with the International Medical Director.
Ensure quality of health services provided by the staff
Provide technical reports of services to FFHC Board of Advisors as directed.
Oversee clinical and administrative operations.
Establish standards of care for common adult and pediatric illnesses, antenatal and postnatal care, and family planning and supervise implementation of these standards, in collaboration with the International Medical Director.
Regular follow up of patient files, to ensure correspondence of patients’ history, investigations, diagnosis and prescribed medicines by doctors
Integrate care by developing relationships with other health care facilities for referral of patients for diagnostic studies, consultation, and treatment.
Provide high quality healthcare to patients at FFHC by direct patient contact each week
Lead the development of the Community Health Program of FFHC, in collaboration with the International Medical Director.

B. To oversee the financial activities of the FFHC
Establish and maintain a fee structure
Work with the Chief Financial Officer to devise and implement a financial strategy to deliver financial sustainability
With the Chief Financial Officer, implement accounting systems for expenses and revenues, purchasing, payment of bills and salaries, etc. Keep track of receipts and expenditures for 3 years from date of purchase.
Submit monthly financial and clinical reports to the Deputy Country Director

C. To oversee key operational areas
Reception – develop and maintain a medical records system; train and support staff in patient advocacy; develop a monitoring and evaluation reporting structure for clinical activity – i.e. Numbers of patients seen, type of patient seen, diagnosis, etc.
Environmental Care – develop schedule of cleaning and inspection; train staff in environmental care issues; develop and implement security and safety protocols and procedures
Laboratory – maintenance of equipment; maintenance of necessary supplies; quality control issues
Pharmacy – maintenance of inventory and dispensing records, oversee ordering of medicine
Nursing – maintenance of medical equipment and adequacy of medical supplies
Vaccination – maintenance of appropriate records for MoPH; quality assurance and follow-up policy and procedures; develop program for community vaccination outreach if needed in future, interact with EPI regarding their policies.
Community Health Workers – assist in scheduling and oversight of CHW’s activities
Administration – supervise administrative assistant, develop reports, acquire supplies from bazaar, deal with problematic patients, assist visitors at the clinic, and maintain operational work space.
MoPH – assist in drawing up and agreeing an MoU with MoPH.
Tuberculosis Program—maintenance of laboratory and medication supplies from National TB program; provide reports to NTB program.
To manage clinical and administrative services of FFHC, under the guidance of the FFHC Board.
Recognize that the first work priority is to FFHC and its reputation and patients.

Qualifications and Experience
Master of Business Administration or equivalent in a relevant field required; MBBS/MD medical degree is preferred.
5+ years of proven experience as Clinical Director or other relevant managerial position.
Strong understanding of program, financial and operational management processes.
Experience of building, leading and developing a team with different backgrounds and expertise.
Excellent communication and people skills.
Exceptional organizational and leadership skills.
Aptitude in resolving issues and conflicts.
