The Health Delegate will be responsible to support the Nepal Red Cross Society (NRCS) to develop and implement the Red Cross Emergency Clinic (RCEC) project, the Rural Emergency and Trauma Systems Strengthening (RETSS) project, and Reproductive Maternal Newborn Child Adolescent Health (RMNCAH) project with relevant partners to build the capacity of health facilities of the Ministry of Health (MoH) and other programs developed in accordance with the MoU and partnership between NRCS and CRC. She/he will be responsible to support NRCS with the development of project concepts, documents, management and budget control, including monitoring and evaluation, timely reporting, and review in line with program objectives, indicators, work plans and organizational strategies.

The Health Delegate will be responsible to support initiatives to increase the NRCS capacity to prepare for and respond to health in emergencies, provide health services and coordinate with the Government of Nepal and other key stakeholders at the national, provincial and local level. S/he will work closely with NRCS to promote and enhance strategic and operational integration to enhance efficiency and quality of programming in accordance with the NRCS Health Strategy 2016-20, Health Operational Plan 2018-20 and initiatives linked to the and Preparedness for Response Plan 2018.

The Health Delegate will liaise with CRC International Operations team in Ottawa, in direct coordination and collaboration with the Global Health Unit (GHU), to build technical and management capacity. All actions undertaken by the Health Delegate in Nepal are guided by CRC’s Mission, Vision, Code of Conduct, the Red Cross Movement Fundamental Principles and the International Operations strategy. Working in close cooperation with CRC Nepal Country Office, Global Programs, GHU and ERT, s/he will work in close coordination with the Red Cross Movement to build the capacity of NRCS health programming. This includes work with NRCS, International Committee of the Red Cross (ICRC), International Federation of Red Cross and Red Crescent Societies (IFRC) and other PNSs.

RESPONSIBILITIES

Reporting, Monitoring, Evaluation and Learning (35%):
Provide support to CRC and NRCS teams in implementing monitoring plans to report on activities and results against the agreed to project proposals, workplans and budgets for RCEC, RETSS, and RMNCAH
Monitor and report on progress and developments of the project activities and related issues
Support the data analysis generated from the projects and advisory to programme design changes, monitoring tools and data management solutions
Prepare documents for NRCS, CRC and Red Cross Movement partners as required to update on progress and the developments of program activities and related issues
Participate and foster an active involvement of all relevant internal and external stakeholders in programs’ reviews and evaluations
Ensure quality and integrity of implementation, including adherence to relevant standards, technical guidelines, administrative systems, etc
Coordinate with the NRCS PMER and/or consultants to design and implement baseline and end-line assessments. Ensure that these surveys are done in coordination and support of NRCS and MoH
Identify operations research needs in line with the project’s outcomes, and oversee the design, implementation, analysis, and documentation of research outcomes
Provide timely, regular and accurate narrative and financial reports on a quarterly and annual basis
Support the CRC delegation/National Office in preparing Annual Operating Plans
Plan and coordinate for final evaluations, end-line assessments, and final reports for all CRC projects in Nepal with all relevant stakeholders

Planning and Coordination (25%):

In close collaboration with the NRCS, the Health Delegate will:
Support NRCS in developing and maintaining partnerships with the MoHP and relevant Medical Associations as required in order to support future deployments of NRCS’s Red Cross Emergency Clinic (RCEC) and the development of other relevant health programs
Support the RCEC readiness for deployment in collaboration with the NRCS, to include operational systems and procedures as well as the support systems required, including (but not limited to) logistic, finance and HR
Liaise with the CRC team in Nepal and Ottawa, NRCS Health Department, the MoHP and other identified partners to support the planning, design and implementation of health trainings
Coordinate with internal Red Cross Movement stakeholders (NRCS, Partner National Societies, International Federation of Red Cross and Red Crescent, International Committee of the Red Cross) as required
Assist NRCS with the integration of health components across project initiatives supported by Partner National Societies
Support the coordination with the IFRC Asia Pacific Regional Office where required for linking the NRCS health response capacity with regional mechanisms and resources

Operational Implementation (25%):

In close collaboration with the NRCS, the Health Delegate will:
Support NRCS with review of training curriculum, methodologies, facilitation as required specific to the RCEC and the Rural Emergency and Systems Strengthening (RETSS), and Reproductive Maternal Newborn Child Health projects
Support NRCS with the deployment of the RCEC and other health in emergencies mobilization in the event of an outbreak/disaster
Support NRCS to review and revise the legal agreement structures for implementation of the RCEC and RETSS, and RMNCAH, projects through mapping of partnership fit, drafting Memorandum’s of Understanding, Service Contracts and other agreements
Provide technical advisory and final review for RCEC SOPs, field manuals and guidelines, clinical protocols ensuring compliance to global minimum standards; determining equipment and training package needs for the RETSS and RMNCAH projects
Support the IFRC Country office in technical advisory for the development and revision and implementation of DREFs and Emergency Appeals including but not limited to the seasonal monsoon
Support NRCS in the development of warehouse management capacity for a Health ERU including system of storage, inventory, pharmaceutical ordering and replenishment and customization for medical equipment
Support NRCS in reviewing as required, customized health training curriculums for the Nepali context in line with the MoHP guidance for use by the NRCS Health Services Department across programmes
Develop and plan for the technical review of each of the RETSS and RMNCAH project components yearly including but not limited to: clinical curriculums, district-wide ambulance service provision, supply of essential medical equipment and consumables to health facilities and scaled-up health information systems

Capacity Building (15%):
Provide the requested mentoring and support to NRCS programme teams to efficiently and effectively manage the project(s)
Assess the capacity of stakeholders and identify training opportunities for health program staff, volunteers and other stakeholders, in line with the expectations and policies of NRCS
Ensure capacity building with a special emphasis on design, development and the application of participatory approaches and methodologies with the NRCS
Contribute in identifying and engaging potential donors, and in preparing project reports, proposals and other required documents
Provide technical assistance and support within implementation of the RCEC, RMNCAH and RETSS projects as linked to the NRCS National Health Strategy 2016 – 2020 through the Operational Plan 2018-20

QUALIFICATIONS
Graduate degree in health, health management or related discipline
Health Emergency Response Unit trained with deployment experience preferred
Demonstrated extensive health project management skills and experience in the full Project cycle including project design, planning, implementation, monitoring, evaluation and reporting
Minimum 5 years of experience in an international humanitarian organization, preferably in post-conflict or post-disaster
Minimum of 3 years relevant working experience in the area of public health
Demonstrated reporting skills, both narrative and financial
Experience in facilitating, mentoring, motivating, and training staff and/or volunteers
Demonstrated experience liaising and coordinating with Red Cross Movement partners, particularly with National Society
Demonstrated ability to work in an integrated environment. Field visits to operational hubs (i.e. warehouse, NS chapters) may be required to assess and monitor progress of the project
Strong track record in fostering effective working relationships with stakeholders at various levels
Team player with good interpersonal, communication and presentation skills, in both written and oral English are required; Knowledge of Nepali language is an asset
Strong organizational skills, with attention to detail and a proven ability to prioritize and effectively multi-task
Demonstrated commitment and dedication to the principles of the Red Cross/Red Crescent Movement
Advanced user of MS office package
Valid driver’s license, with the ability to drive manual gears would be an asset

WORKING CONDITIONS

The delegate will be based in Kathmandu, Nepal.

The programs will be implemented in Kathmandu. The delegate will need to travel from time to time to operational hubs, within Nepal, for assessments and monitoring of the program sites a minimum of once a month by means of transport approved by the IFRC in accordance with existing security regulations, to supervise the programs implementation. Additionally, the delegate may be requested to deploy in times of emergencies to support the work conducted by NRCS. During field visits, living conditions will be basic.
